As of September 2024, Jeff Harris was the Chief Information Security Officer (CISO) of the Federal Housing Finance Agency.

Career path

Before his appointment at the Federal Housing Finance Agency, Harris held cybersecurity leadership roles at the US Small Business Administration and the US Navy.

At the Small Business Administration, Harris served as the agency's director of security operations.

When the SBA's chief information security officer left to join the Census Bureau ahead of preparations for the 2020 count, Harris stepped in as the SBA's acting CISO while the agency searched for a permanent executive to fill the post.

He subsequently moved into his current position, taking on the Chief Information Security Officer title at the Federal Housing Finance Agency.

Agency context

The Federal Housing Finance Agency operates an enterprise governance, risk and compliance platform called the eGRC Cloud System, used to track oversight findings and assess the agency's security risks. A 2026 inspector general audit found weaknesses in the system's access, data-protection and authentication controls; the inspector general's report states that the agency's Office of the Chief Financial Officer, not the CISO's office, is responsible for the system, after a January 2026 reorganization moved it there.

Public record

Harris's move to the Federal Housing Finance Agency was reported alongside other cybersecurity leadership appointments that same week, including a new CISO hire at Endor Labs and the naming of a council of Deputy CISOs at Microsoft.

His earlier tenure as acting CISO at the Small Business Administration came during a period when the agency was working to fill its top cybersecurity post on a permanent basis following a departure to the Census Bureau.
