Mike Marshall
State Chief Information Security Officer, California Department of Technology
- Current role, per sources checked 24 August 2026
- 21 August 2026
Mike Marshall is California's State Chief Information Security Officer at the California Department of Technology, a post Governor Gavin Newsom announced in August 2026.
Career path
Before the appointment, Marshall spent years inside the state's environmental agency. The Governor's office states he had been Acting Information Officer at the California Environmental Protection Agency since 2022, where he also served as Agency Information Security Officer from 2017 to 2022.
CalEPA's own biography page gives an overlapping but not identical account of the same years: it states Marshall assumed the Agency Information Officer role in March 2024, following a tenure as Agency Information Security Officer that began in December 2017.
Both sources agree Marshall built his information security background over nearly a decade at the California Public Employees' Retirement System. He held multiple positions there from 2008 to 2017, including Security Engineer, Systems Integrator, and MyCalPERS Security Architect.
On education, the two agency sources differ slightly: the Governor's office lists a Bachelor of Science in Business Administration from California Polytechnic State University, San Luis Obispo, while CalEPA's page lists a Bachelor of Science in Management Information Systems from the same university.
Record at CalEPA
CalEPA's biography credits Marshall with contributing to the agency's cyber resilience during his time as Agency Information Security Officer, and says his years at CalPERS gave him a deep understanding of information security principles and practices that carried into his CalEPA leadership work.
SecurityWeek's weekly roundup of cybersecurity personnel moves confirmed the state appointment, listing Marshall alongside other CISO and executive hires announced that week across the industry.
None of the three sources reviewed spells out his day-to-day duties in the new statewide role beyond the title itself, and none describes how the position was filled, who else was considered, or when he is expected to begin the post at the Department of Technology.
